Why this remains a construction notice
The final policy requires licensed counsel, provider-specific terms, operational procedures and jurisdictional review. The current page preserves the required public route and the substantive control boundary without pretending that final legal language has been approved.
Non-negotiable principle
No signed term can cure a deceptive claim, unauthorized provider affiliation or capability that the operating system cannot fulfill.
